How it works, simply
Mobile devices share location with the apps people use. In aggregate, that creates a map of where devices have been: which stores, which neighborhoods, which events. Advertisers can reach the devices seen in the places that matter to them, and the same data can later report whether those devices showed up somewhere else, like your front door. The targeting and the proof come from the same source.

Location-aware creative outperforms generic creative because it collapses the distance between the ad and the action. “Across from the mall, open till nine” beats “Visit our showroom.” The prospect does not have to translate your message into their geography. You already did it. When the ad knows where they are, or were, say so. Relevance is the entire advantage of the channel. Spend it.
How it fits the plan
Geotargeting rarely works alone, and it does not have to. It is the finder: it locates intent in the physical world. Pair it with search to capture the demand it creates, with visitor ID to identify the traffic it drives to your site, and with live chat to convert the visitors who arrive with questions.
